We are attempting to reasonably balance evaluation committee member privacy and procurement integrity vs. open records. What is your procedural approach to safeguarding the identity of your evaluation committee members (RFP/RFQ), to the extent that you are able? Does your entity consider this information confidential, through a certain point in the process? Do you explain this standard in any procedural document? Thank you!

Vendor Contact Restrictions During Pending Solicitation

The City of Chattanooga would like to survey other municipality restrictions around vendor communication, during the period in which a solicitation is pending (Bid/RFP/RFQ, etc). Please include any experience regarding your past ability to enforce the restriction, as well. Potential Legislation regarding Cell Towers

All, Boyce Evans, Purchasing Agent for the City of Knoxville was recently notified of proposed legislation which may be filed in the upcoming TN legislative session regarding small cell towers in right of way (ROW) areas. Specifically, the proposed legislation, generally referred to as “wireless siting legislation,” filed by the wireless communication industry who want to use municipal ROW’s and public assets for their small cell tower deployments. Many cities throughout the country have opposed the proposed legislation because it does the following: • Caps the pricing we can charge wireless communication companies. • Allows for “bulk permitting” • Removes control over aesthetics • Allows the carriers to install their own support structures without City/County approval • Allows no exemption for historic or special zoning districts I thought I'd bring this to your attention. Telecommunication Audits

Anderson County has been contacted by the vendor "SpyGlass",this company performs telecommunication audits of telephone bills, i.e. local voice, long distance voice, data, internet etc. Of course all this is for a percentage of any cost recovery obtained within 12 months. E-scrap Pricing

We had a contract for the collection and recycling of residential electronics, specifically computers, monitors, televisions and some miscellaneous items, such as cell phones, game boards, radios, etc. The contract just came up for renewal but the contractor can't hold the pricing initially proposed because the market has nose-dived. I'm in search of an index or market that we could tie the pricing to as we go back out with a new RFP. Any recommendations? I can't seem to find anything specific for e-scrap and based on my research, it looks like it really can't be tied to just the metal because they seem to recycle the parts separately, such as the boards, chips, and hard drives.
