Pre-Scoring the Pricing on proposals

I am curious as a purchasing department, who does or does not pre-score the pricing (or even references) for proposals/bids for an evaluation team? The intent would be to give objective consistent scoring for the pricing, leaving the subjective/ other categories to the evaluation team.

    Either Purchasing scores the "cost" or has a finance official score it so that the cost scoring is consistent and defensible. We also conduct the reference checking (we have a basic questionnaire and then have the RFP add/edit). We provide the results back to the RFP team but they score them.
